About Utility Billing Clerk/Comptroller

The Mancelona Area Water and Sewer Authority is seeking a full-time Utility Billing Clerk/Comptroller.  The ideal candidate must possess the following qualities:

  • Working knowledge of annual registering of bonds with the Federal Government
  • Working knowledge and maintenance of Special Assessments
  • Knowledge & ability to maintain US Rural Development grants, bonds, financial requirements and reporting
  • Knowledge & ability to maintain MDEQ Grants, distribution of their funds, & Special Audit requirements
  • Knowledge of 401K programs
  • Skill in operation of modern office machines
  • Proficient in computer software as needed including, BS&A Utility Billing, BS&A General Accounting, BS&A General Ledger, BS&A Accounts Payable, Payroll, word processing and spreadsheets
  • Thorough knowledge of secretarial practices and office procedures
  • Knowledge of general Authority operations and organization
  • Ability to maintain administrative, fiscal and general records, and to prepare accurate reports and answer questions from records
  • Ability to handle difficult contacts
  • Ability to maintain confidentiality
  • Human Resources requirements
  • Excellent Customer Service Skills
  • Ability to comprehend, process and apply both verbal and written skills appropriate for the job

EDUCATION AND EXPERIENCE REQUIREMENTS

  • SIX YEARS working experience in advanced secretarial and accounting work with related references
  • High school graduation or G.E.D. including course work in secretarial and office administration programs
  • MUST PASS A CRIMINAL BACKGROUND CHECK
