Bachelor’s Degree in Health Information Management, Business Administration or related healthcare field and 3 years experience in the healthcare field is desired. Current standing or eligibility as an RHIA or RHIT is required. A minimum of an Associates of Arts Degree in a medical related field with 5 years experience in healthcare management would be considered in lieu of a Bachelor’s Degree. However, preference will be afforded to persons actively pursuing a Bachelor’s Degree in Health Information Management. Master’s Degree in a healthcare related field preferred, but not required.

Demonstrated ability in effective communication and interpersonal relationship skills is required. Must be able to demonstrate good judgment, be self-motivated and well organized. Proven ability in written and oral communication is required.

Experience in the management of people and general management principles are highly desirable. Thorough knowledge of electronic medical record, word processing systems and centralized dictation systems is highly desirable. Previous experience in non-supervisory health information management technical positions and/or medical transcription is desirable.


The Health Information Manager reports directly to the Chief Financial Officer. This position is responsible for broad managerial activities in coordinating the goals and concepts of a complete and thorough health information system.

Accountable for overall responsibility for directing, coordinating and planning the activities of the Health Information Management, Transcription and Release of Information (ROI) departments at Munson Medical Center.

This position has daily contact with the Medical Staff, Administrative Staff, Department Directors, Nursing and Management Staff, physician offices, hospital personnel and the general public.

This position exercises functional and administrative support for the transcription and dictation systems, including interfaces to the electronic medical record, in the HIM departments at affiliate hospitals.


Must have a proven record of being able to establish and maintain effective interpersonal communications and excellent working relationships with Medical and Administrative staffs, department directors and management personnel at all levels, as well as the public.

This position exercises a high degree of communication and motivational skills to ensure the achievement of Munson Medical Center departmental goals and objectives as they relate to Munson Healthcare facilities.

Must be able to simultaneously manage multiple projects and responsibilities. Must have excellent people skills.


This position interprets the priority of work activities and assigns responsibility accordingly. Independent judgment is exercised to solve daily activity problems.

Departmental policies and procedures are developed and interpreted to correct problems and to enhance optimal efficiency. Recommendations are made relative to hospital and medical staff policies to ensure compliance with The Joint Commission, MDPH, CMS, HIPAA and federal requirements.

Must be able to approach individual situations, analyze the circumstances, set up alternatives and make decisions that will meet customer expectations and lend themselves to departmental and hospital goals. Must be a self-starter who is able to prioritize multiple activities and functions within the scope of the job.

The position gives direction and guidance in organizing the individual processes within the Health Information Management Department into a quality service. Responsible for the equitable application of hospital and departmental policies and procedures to employees, utilizing appropriate judgment when it is necessary to depart from policy.


The physical environment is a modern, air-conditioned, well-lighted and clean office. Repeated interruptions are a commonplace. The departmental atmosphere is active and this position must adapt to the diversified needs of the medical center. Work may involve evening, midnight and/or weekend responsibility. Must be able to handle the pressure of active medical staffs and the demands involved with the daily activities of Health Information, Transcription and Release of Information departments in a multi-hospital system.

  8. Develops and assures maintenance of systems necessary for supporting the timeliness and quality of a health information system to meet the needs of an active medical staff, patients and accrediting and regulatory agencies.

  9. Attends all Medical Staff meetings, including the Medical Executive Committee as necessary or upon request.

  10. Participation and service on the HIM Committee, Data Integrity Advisory Group, Joint Commission Leader Group and Clinical Informatics Committee. All other special projects as assigned.

  11. Creates and directs the implementation of the Medical Staff policies and procedures and rules and regulations relative to quality documentation and timely completion of patient medical records.

  12. Responsible for hiring, scheduling and evaluation of Health Information Management, Transcription and ROI staff.

  13. Evaluate personnel and perform annual discussions and competencies. Updates personnel job descriptions as necessary.

  14. Approves bi-weekly payroll records, incentive pay and maintains electronic attendance records on personnel.

  15. Provides department orientation to new physicians.

  16. Conduct monthly employee section meetings and participates in quarterly HIM department meetings.

  17. Manage the activities and troubleshoot problems associated with computerized medical transcription system, centralized digital dictation and speech recognition systems.

  18. Manage the activities and troubleshoot problems associated with the computerized chart tracking/deficiency, electronic medical record and electronic birth certificate systems, including Michigan State law requirements for birth certificate completion.

  19. Manage the procedures and application of delinquent medical records and application of provider suspension. Ensure that record arrangement, analysis and scanning takes place in an accurate and timely manner. Ensure the availability of records needed for continuity of patient care, quality review activities, medical/legal requests and other authorized purposes.
