SUMMARY The Manager of the Information Systems Project Office oversees department activities related to project management, including the project/work request and prioritization activities; IS departmental resource/project/master planning and status reporting; maintenance of applicable methodologies; and oversight and education of Information Systems project managers. ENTRY REQUIREMENTS Bachelor's degree in Computer Science, Business or Healthcare required with 8 years experience in the IT field. Preference will be given to those with healthcare project management experience. Basic certification in Project Management required or obtained within 12 months of hire. Advanced certification such as PMP preferred. MPH/MBA degree and advanced continuing education in information systems trends and methodologies is preferred. Experience in implementing Information Systems preferred. Excellent oral and written communication skills are required. Must possess strong problem solving and conflict resolution abilities and experience in diplomacy. Must be able to communicate and interact effectively and professionally with all customers, both internal and external. High degree of confidentiality required. Previous experience working with or for a large, complex, integrated healthcare system preferred. Experience developing policies and procedures, and contact negotiations a plus. Demonstrates experience in the design and deployment of a project office. This includes monitoring of projects, prioritization of projects, Information Systems department master schedule planning, maintenance, use, and education of effective methodologies, etc. Experience working with healthcare executives, managers, physicians and operational personnel from diverse backgrounds and perspectives in both acute and ambulatory settings. Some travel may be required for the purpose of meeting with sponsors, stakeholders or offsite personnel. ORGANIZATION This is a management level position, with a reporting relationship to the Chief Information Officer or Director of IS. POPULATIONS SERVED COMPETENCIES, INCLUDING AGE OF PATIENTS SERVED _X No direct clinical contact with patients SPECIFIC DUTIES 1. Supports the Mission, Vision and Values of Munson Healthcare. 2. Embraces and supports the Performance Improvement philosophy of Munson Healthcare. 3. Promotes personal and patient safety. 4. Uses effective customer service/interpersonal skills at all times. 5. Contributes to the team orientation of the entire information systems area. 6. Coordinates audits of large products as seen fit or as directed by IS management. 7. Prepares department capital and operation budgets and is responsible for the financial performance of the department. Assists analysts with the preparation of project budgets and is responsible for monitoring those budgets and reporting and variances. 8. Reviews and evaluates the work of staff and prepares periodic performance reviews. Also does project evaluations at key milestones and at the completion of major projects. Ensures that best practice models are used at Munson Healthcare and in particular IS. 9. Ensures Selection and Implementation Methodologies are kept up-to-date including guidance material, templates, and samples. Ensures that project leaders within IS are adhering to methodology and takes corrective course as appropriate. 10. Establishes a standard project documentation solution for the department. 11. Maintains and improves the project/work request and prioritization processes and tools for the IS department. 12. Confers with and provides direction to subordinates, management of IS and administration on administrative policies and procedures, project office activities, technical and strategic issues and priorities. 13. Ensures that both long and short range IT Project Office planning accommodates the needs of Munson's healthcare community including any strategic/tactical initiatives that have been established as priorities. 14. Facilitates communication between IS department, sponsors, IT Governance, and all the other committees that help set priorities and are users of IS Project Office services. 15. Responsible for leading the design of the Information Systems Project Office plan that will be used as the primary tool for setting direction in prioritization and implementation of projects within IS. 16. Reviews industry trends as it relates to project office development and implementation and day-to-day running of the Project Office. 17. Ensures that time, money and resources are considered with every project and the relationship to these as project scope creep happens. Adjusts project planning effort to take this into account. 18. Plans for and provides education for project leaders (both those reporting to the Project Office and those reporting to other functional areas) as it relates to Implementation Methodology and project management. 19. Provides mentoring resources to developing project leaders within the IS department. 20. Assumes responsibility for the Project Office reporting to the sponsor community as well as IS management. 21. When required, negotiates with IS functional managers for the acquisition of required personnel from within the IS departments. Identifies and resolves (with the help of the IS management) issues and conflicts within and between various project teams. 22. Assists with any prioritization issues between conflicting projects. 23. Performs other duties and responsibilities as assigned.
