Incumbent provides clinical care including lab services as an LPN at a Community Based Outpatient Clinic (CBOC) under the Aleda E. Lutz Veterans Affairs Medical Center (VAMC), Saginaw, Michigan.

The Licensed Practical Nurse (LPN) provides a wide range of clinical services to the Veteran that demonstrates complex technical judgment under direct supervision of a Registered Nurse or Physician (MD/DO). The LPN utilizes basic nursing skills and techniques, of varying degrees of complexity, in a general care setting, to provide personal and general nursing care to adult patients, aged 18-85 and older, who require treatment for common medical conditions. The Primary Care LPN is assigned to a CBOC lab and completes lab collections and processing as a primary job duty. In addition, the LPN utilizes Clinical Video Telehealth equipment to facilitate primary care remote visits.

The LPN participates in data collection, implementation, and evaluation of care for all aged patients treated. In care of the elderly, planning and implementation is aimed at providing care to support and reduce the effects of the aging process, health maintenance and promotion, minimizing adverse effects of drugs, and maintenance of optimal psychosocial functioning, including assisting with the management of confusion and disorientation. The Primary Care LPN is not assigned to a Patient Aligned Care Team and will assist multiple PACT teams as assigned.

The BLS requirement is satisfied by successfully completing an American Heart Association (AHA) BLS Healthcare Provider Course or Military Training Network (MTN). BLS courses are normally offered within 1-5 days of entry on duty. No online certifications will be accepted.

Physical Requirements:

Exerting up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently to move objects. This could include moving objects such as pieces of equipment and assistance in moving patients.


To qualify for this position, applicants must meet all requirements by the closing date of this announcement, Tuesday, October 17, 2017.

Basic Requirements:

  • Citizenship. Citizen of the United States.

  • Education. Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Exceptions include:

  • Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.

  • VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.

  • Individuals granted a license by a jurisdiction that does not require graduation from an approved school.

  • Licensure. Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.

  • English Language Proficiency.Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met.


Experience. Completion of at least one year of qualifying experience at the GS-4 level or equivalent and fully meeting all performance requirements for the GS-4 LPN/LVN.
